This seems to be  a common problem among new Fiero owners, figuring out how to remove the windshield wiper arms. It is actually much simpler than people think.

If you look at the base of the windshield wiper arm, you will see small holes on both sides. If you lift up on the arm you can see matching holes that go completely through the arm:

Stick a small nail or similar through those holes:

Then simply rock the arm up and off the mount. You may need to pry it a bit if its stuck, if you do make sure to pry on just the arm itself, and not the mount:

 Wiper off, you can see the tensioner that helps retain the arm, you don't need to do anything with it, it is weak enough for you to pull the arm off, and easily push the arm back on:
